Kitewood Estates are planning an exciting new development on the edge of Hillborough village and we want to have the fullest possible consultation with local residents to help shape our plans and your community. This website provides information on how we envisage a mixed-use development of top quality new homes, recreation and employment facilities at Hillborough, Herne Bay.

We are a long established Kent based company with a national reputation and what happens here in Hillborough matters to us. We have invested heavily and made a long term commitment to the local area, promoting the site for inclusion in Canterbury City Council’s emerging Local Development Framework (LDF) is part of that ongoing commitment.

We want to know the thoughts and opinions of the local community and we are happy to listen to any improvements or modifications you may wish to propose. You will find surveys and blogs throughout the web site to allow you to do this and if you need information that’s not here, just email us and we will try to provide it.

Although the development will be phased in over the next 15 years it will deliver important gains to the community at the very outset. We are committed to

  • Delivering a new vehicle and pedestrian/cycle bridge over the railway at Margate Road, Herne Bay
  • Building a new slip road from Heart in Hand Road to the London bound carriageway of the Thanet Way
  • Realigning Sweechbridge Road to the north of the railway to improve the existing dangerous layout
  • Building a new link road from Altira Business Park to Sweechbridge Road to enable access to the Thanet Way at both the Margate Road and the new, safer Heart in Hand Road junctions
  • Upgrading the mains water supply from the Mickleburgh Hill reservoir.
  • Upgrading the electricity supply from Thornden Wood Road Switching station.
  • Increasing capacity of the foul sewer which crosses the railway at Sweechbridge Road and is inadequate during storm conditions.

The Site: Background:

The seventy-seven hectare site is located to the east of Herne Bay. It is bound by housing to the north and east, by Altira Business Park to the west and the A299 Thanet Way to the south. The site is therefore a sustainable and strategic location close to Herne Bay town centre and transport routes.

The site, which is currently arable farmland, is of low ecological significance. It has historically been considered by the City Council for development as far back as 1991.

Benefits of the site as a sustainable urban extension include:

  • A valuable contribution towards meeting a proportion of the identified housing requirements for the Coastal Towns, including a suitable proportion of affordable homes in the Herne Bay area.
  • Provision, if needed, for further residential development after 2026 as part of a comprehensive plan
  • Immediately deliverable because land for the first two phases is already within the control of Kitewood Estates
  • Integration with the existing Beltinge community, whilst also having direct access to the A299 Thanet Way
  • Suitable location for employment use, adjacent to Altira Business Park. This would provide an estimated 900 new jobs for the area
  • The scheme would generate considerable economic stimulus by the creation of new jobs and by significantly increasing expenditure in the town centre. This would further assist in the rejuvenation of Herne Bay town centre
  • The creation of public open space for the use and enjoyment of both new residents and the wider Hillborough community. These areas will also improve biodiversity and enhance wildlife capacity
  • Funding for the provision of public services and infrastructure, including land for a new primary school
  • Reducing the pressure for development in less sustainable locations
